East Carroll Parish is one of the poorest communities in the country, with the highest child-poverty rate in the nation (62%), lowest average incomes and highest unemployment rates in Louisiana.

It has been discovered that $6.2 million in tax revenue has been denied to East Carroll Parish, given to a multi-national petrochemical plant -- for nothing. The plant shutdown in 2016, and still has not paid taxes on its property, despite having no valid tax exemptions.
